What exactly do you mean with "mysteriously vanish"? please describe what you do when they vanish.
No you can't just move something from the gallery to the map. What you do is that you import them in CAS.
You mention a scenario. Do you perhaps start the scenario over instead of loading a saved game?
If you use mods or CC please remove them while testing.
