The way it sounds is that many calls will rely on a higher friendship. That is how I read it. If your sim has multiple friends, invites hopefully shouldn't be an issue. The issue was barely known acquaintances constatly calling with invites and such. There also seems to be a cool down mentioned, but it doesn't say how long for the it.
