Did you test a fresh folder too and a new save after removing mods ? It's possible that already bugged infants/toddlers don't go back to normal when you remove mods.
Does it happen to other toddlers in that save too ?

As it turns out there's currently no infant creativity skill (or at least I couldn't find one on the game data) which might get converted into its toddler equivalent (imagination) upon age-up. All we got are:
- Gross Motor -> Movement
- Fine Motor -> Thinking
- Social (Growing Together) -> Communication
note: none of those infant skills show up in game (due to featuring the <T n="hidden">True</T> snippet)

crinrict I tried a clean folder just now, and it was the same result. I haven’t tested a new save yet.

Since you removed your mods/cc, are you sure it's not something a mod did before (reading what kusurusu posted) ?

crinrict I didn’t use mods when the infant update was released in 2023. Most of my infants previously have gotten Imagination skill when aging up to Toddler. Whether it’s lvl 1 or 2 depends on if I read them bedtime stories and how often, and if I regularly use Nannie’s they have less imagination skill when aging up.
I only started to use these mods last year, 2025.
As kusurusu said, they only age up with Level 2 in movement, thinking, and communication.

I hade the same skills with my infant latest, there are only three of them. When you let the toddler play with their toys, they quickly gain the imagination skill. (My game is in Swedish, but you can see there are only three skills. And this infant also got a Bonus trait.) 😊
