I saw that you replied to my answer HQ post. Yes, I completely agree, I have this pack disabled now because this completely destroys the sims spawning system.
I started a new save and just checked how bad it was and it's absolutely terrible. I put my sim in Oasis Springs, and started by going to the park.
There were no kids spawning, and also no sims spawning to play chess, I don't even think I saw anyone go fishing, the park seemed completely dead apart from... 8 lovestruck sims who all sat and did the same cloudgazing animation at all the park benches that was available at the park. One single kid spawned at the park and looked lonely, my sim made no friends and I started getting bored quickly, so I went to the gym.
At the gym there was 3 sims working out, immediately as my sim spawned in her workout outfit the game immediately spawned 4 lovestruck sims who walked straight into the gym in their everyday clothing and just stood there. I barely met any new sims.
Don't EA realize how much this ruins the gameplay for many players? I disabled lovestruck and did the same thing, I met sims playing chess, I met Judith Ward fishing at the pond, kids played with each other, I met many new sims, I met classic sims like Summer Holiday, I went to the gym and it was full of classic active sims, We all remember how we met classic premade sims on different lots.
Well they are all gone now, it's just adult lovestruck couples EVERYWHERE.
If anyone from EA sees this, I am not bashing on the pack or the hard work you put in it, but meeting new sims was my favorite thing to do in this game. PLEASE remove this, or just limit them to Ciudad Enamorada like coloncocon suggested.

Your experiment made me shock that this Lovestruck situation isn't limited only to the park but the gym and more as well! I playtest to make sure how it be and found like you said.
I can't see 4 couples at the same time in my test. But it might be because it's the old save that has enough variety of population. For example, the chess player will be chosen from townies who have logic skill level ~5+. (You can see the same people such as Bjorn, Mei Prescott, and more depending on what packs you have.) Fishing is the same, those are chosen by skills.
That's mean I think when the new save doesn't have existing sims that match the criteria, the game may make the new one. But if "Lovestruck couples" made the slot full earlier, no chance to make new variation of sims. The situation of new save will be awful like you said.

From what I've seen in my game, there seems to be about 75% bench occupancy from star gazing couples in any given venue. It depends on how many benches you have in the venue and the game limit for maximum sims allowed on the lot. I see the Roswells quite a lot in my game out and about, not just after Lovestruck. The only thing weird is that the other day I saw Meredith Rosewell in Willow Creek and she was affected by the mother plant spores and I think they aren't supposed to spawn in that state in other worlds. I don't mind seeing the couples at the park, they are not that noticeable if the benches are spaced far apart. But they are annoying in certain cases like when you have benches placed close to each other or at the picnic tables when you see two couples at the same table and both looking up. Also, it's weird when there is a ceiling or a pergola above instead of the open sky. Maybe they could restrict sky watching to be done from park benches only, and not from ottomans (especially if they look like they would never be placed outside) or picnic tables. I do wish they would limit the sky watching couples in certain venues and give precedence to more venue appropriate behaviors, like at the museum in Willow Creek there is lots of benches both outside and inside but the museum is empty and everyone is sat on the benches around the same fountain watching the clouds.

Yes, when the benches are too close to each other and two couples use both, it's too much.
My save game doesn't normally spawn Strangerville except in specific situations. I saw Roswells outside their town first time at the bowling alley. It might be because of the need to avoid infected sims appearing outside. So your case that infected Meredith is interesting.
Another bothers me is... why they can only give flowers, cuddles, and star/cloud gazing? Why they don't do things that match the place?
It's not too annoying if the game spawns active couples appearing in athletic outfits and working out, couples watching art together in the museum or art gallery, or even just having couples flirting in the bar. It won't be repetitive like this. But the lack of children hasn't solved just this solution.

That's a good point coloncocon about having couple interactions match the venue. I like how with Dine Out you see NPC couples, families and friends out to dinner together. The couples may or may not be overtly flirting but they show up together and share tables. Seems if they can do that then they could also implement similar behavior in other venues.
