Stalls at various festivals are always manned so what is it you are paying 100 simoleons for? Placing a stall on a public lot from Manage World does not cost you anything.

Now, to clarify to all the confused: when I place the coffee stall in build mode in the Oasis Spring Park, and my played Sim goes to the park, the vendors never show up, and the stalls are unmanned. Why would my Sim have to pay 100$ to open the stall just to buy coffee? These stalls should be automatically manned on the public lots. We can alter public lots like parks, so it is not residential, nor a private lot in any way, and the stalls should be manned automatically.
