Add ability to lock relationships to never be culled

There seems to be an actual bug with simmers getting their relationships culled too often but it bothers me how relationships are culled even following the game's rules. (Link to the bug report here ...

@siirysiirNot my preference. Instead, I want two-sided relationships and numerical scores in the relationship panel (X out of 100) for both daily and lifetime relationships.
