After massive patch, coffee bars still don't work

Coffee bars in community spaces do not work.  NPC shows up to work at the coffee bar, but no option to order food or drink.  After a few minutes the NPC leaves the coffee bar and starts socializing.  This is after the Nov 4 patch

    Redphun​ Hi I just went to the cafe in Windenburg and it was working fine, I could order food or drinks. Maybe one of your mods is causing this? rename your mods folder and try without any mods. Make a new mods folder and gradually add your mods a few at a time to diagnose which one it is.

    No mods but the issue is when there is a coffee bar in a community space. The NPC vendor shows up but there is no interaction to get drinks or good.
