After massive patch, coffee bars still don't work

Coffee bars in community spaces do not work.  NPC shows up to work at the coffee bar, but no option to order food or drink.  After a few minutes the NPC leaves the coffee bar and starts socializing. ...

No mods but the issue is when there is a coffee bar in a community space. The NPC vendor shows up but there is no interaction to get drinks or good.

do you have this on an existing save only or also on a new one ?
