After new update sims can only interact with environment and not other sims

I know other people have had the same issue with their game, but the threads are all years old and the fixes didn't do anything for my game, so this was kind of a last resort. Sorry if it's a repetitive question ☹️

I only started having this issue after installing the latest update and I have no idea how to fix it. I can interact with objects but not other sims, or the sim I'm currently controlling, and it makes the game unplayable. I've spent hours trying to fix it but nothing so far has worked. I removed my mods folder, updated all my mods, cleared the cache and restarted my pc but nothing works. I've checked all my settings and they're the same as always.
