Could you try if it works for (for testing, use a backup of your save)
- Another Sim in the same save
- In another Save game.
I get that it takes a bit of time to but it shouldn't be too bad and it would be good to see if it's an issue with the save or the Sim or general.

Here is my update:
I had my sim marry someone and added them to my household (Don Lothario), I was able to complete the mission with him. What I found interesting was that when I had Don "report findings" I was able to bring the sim I was having issues with over to the same place and they both received credit for it or at least that is how it appeared. The mission has been completed, and it has disappeared from both of their task bars!
