I've been playing in Innisgreen for a few days and didn't see any gnomes on the home lot. As far as I know, you can't turn them off but their appearance is triggered by game events. Check maybe your sim is suffering from an ailment called Gnome Lure Cure. It attracts gnomes to your lot. Also, Harvestfest attracts gnomes on the lot.
