Are there legit offline versions of Sims 4 Packs?

I have a question. But first some background story... I know that it is possible to buy Sims 4 packs from other online stores (other than Origin or Steam own stores).
I did it before and as far as I remember I always got a Product-Key (or Productcode) which I could redeem on Origin. Always worked fine.
A week ago I looked up if any online-stores might already have a discount on the latest Game Pack 'My Wedding Stories'. And I found one to my surprise.
I ordered it and in reply I got a generic E-Mail telling me that the version of the pack I ordered is (I quote):
" an offline edition, meaning that the game does not work online and you will not be able use its online features, whatever they may be, such as multi-player, share your game progress, customer support, updates, etc. through Steam, Origin, uPlay, Epic Games and other online services."
On second thought I tried to cancel the order - which the same e-Mail told me I still could if I wanted to (no problem they wrote) and I would be refunded.
Well it followed multiple e-Mails over a whole week - no refund...
However they tried to convince me that it is no problem that I could not use the Sims 4 Gallery (I could use other websites to download or upload builds and Sims) and that my other Packs would not be badly affected.
Now my question: Are there legit 'offline' versions of Sims 4 packs? I would think that they are pirated but maybe I'm wrong?
I'd still would not want such a game version! But I'm really curious because the person I e-mailed with was really persistent. But they also never sent me a download link so I hope I'll still get my refund... well if I get or not - I sure learned my lesson!
And a second question: would it be okay to name the shop to warn other Simmers? I could also attach one of these tedious e-mails if anyone is interested.

Yeahhhhhhhhhhh.
So, the Sims 4 is a single-user game, so there's no multi-player. "Share your game progress"? Uh, your game progress is a file that you can do whatever you want with, including popping it onto the file-sharing service of your choice.
But no support, updates, etc.? Yeah no that's YO HO HO AND A BOTTLE OF RUM! HOIST THE JOLLY ROGER MATE! AVAST YE VILLAINS!
