NajowionNicole I've seen this happen with other things, but not facial hair. And in those cases, once I found the file causing it and removed it, the effect went away. When I've had it happen, it was with a CC accessory that was included with something else in a download. Given that the effect you've got doesn't show up in CAS, my guess is that it may be some sort of little mod rather than a file with texture images.
So, the first step to fixing this is to go through your CC and test everything in game (CAS). Since it started recently, I'd look at anything you've gotten recently first. You'll need to look at things individually too, i.e. one file at the time. The 50/50 method probably won't work for this. Once you find the file and remove it, then the next step is to get the beards off of your females. The probable reason the facial hair remains on your sims when you remove your CC is because they are game items, not CC. At that point, it's too late as whatever has enabled the beards for females has done its thing. Idk if the effect is permanent though. Creating a new clean user folder is probably your best bet to clear the effects of whatever file caused the beards to show up. You can find directions on how to do that here: 📓[GUIDE] Clean User Folder Approach | EA Forums - 12690428 Although, you might try just deleting the localthumbcache file first to see if that will fix it.
If neither of those things work, then idk what your next step would be since you can't edit facial hair on females in CAS unless you can find a mod that lets you do that. Idk of any with that feature. You might have to abandon the save otherwise. You might get lucky too and it goes away once you've removed whatever caused the issue.
Hope this helps.
