B&H - Can't open business unless sim lives there

I have 2 households that own businesses. The sim that lives on the residential/small business venue is able to open her business, but the sim who has a business venue separate from her home can't. I click "OPEN" and nothing happens. I go to the kiosk and click "open" and it makes the sound like it's open and the business sign turns to green, but it is still not open. I've repaired my game, restarted it, made sure my sim lived in a regular house and not a residential rental and I've even had her sell the business several times and rebuy it.

    I’ve heard from another Sims player that this is happening to them to and they have no mods.

    To be sure, you have a small business lot type that you can't open but the one as part of the residential lot works ?

    Are you trying to open it remote while not on the lot or are you on the lot ?

    If it's on the lot, did you ever have a residential rental lot on that plot ?

    2. I am trying to open it while on the lot. I’ve even tried placing a completely different small business and the same thing happens. 
    3. No, I never had a residential rental on that lot. This lot is in Magnolia Promenade, so the only thing that was there before was a retail store
