B&H - Can't open business unless sim lives there

I have 2 households that own businesses. The sim that lives on the residential/small business venue is able to open her business, but the sim who has a business venue separate from her home can't. I ...

  2. I am trying to open it while on the lot. I’ve even tried placing a completely different small business and the same thing happens. 
  3. No, I never had a residential rental on that lot. This lot is in Magnolia Promenade, so the only thing that was there before was a retail store
