I am on a residential lot and I did try moving them out of the lot.
@maddiepaige02 Have you tried any other households to see if they are affected also? I'd try a pre made household created by the game just to see if all households are affected.
I've found an open bug report here with a PC player dealing with what looks like a similar issue.

There is some advice on there that may be useful. If that doesn't help and the issue is still there, if you'd like to click the Me Too button on the first post and then hit Reply. You should be prompted with a bug template to fill in with your information.
