Yes I have tried a different save and the problem is still there.

Just upload to onedrive or google drive and PM me the link.- @crinrict If non played sim bouncer died, and game don't recognize that he died yet, or in the process of dying or someone else in the last lot dying which prevents people from leaving lot. Delete Door and put a new one that will spawn a new bouncer this happens every patch, on many objects that spawn npcs.
