Broken toddler interaction

I have parents that cant interact with toddlers only,infants and children they can interact just fine

But the toddler can interact with the parent and others just nobody else can interact with the toddler

My mods are updated,i repaired the game,deleted the cachethumbpackage and its still broken so wth is going on
