Broken Vet Clinic

I am on generation 9 of a legacy play & my Sim is trying to run a Vet business. We can open and service clients, but we can not "Bill Owner", "Call a Good Pet", or "Pet" - None of the vet interactions post service are available. 

I play with some Mods - MCCC, TOOL, Better Build Buy, CAS More Columns, & UI Cheats - ALL of which are current & up to date. 

I did remove all mods & cc, and try to run the vet without, and it still did not allow post service interactions. 

I did try the vet services in a new save file, and yes - it works - but I want to figure out what is wrong with my legacy file that is causing the problem.

Any Ideas?
