Buggy music licensing

What expansions, game packs, and stuff packs do you have installed? all expansions except for rent; all game packs except star wars; all stuff packs except vintage glamour
Steps: How can we find the bug ourselves? The sim writes a song-- I have tried twice with guitar and once with violin. The songs disappear. There is no option on the mailbox or the instrument to license the song. There is no sheet music in the inventory to license it either. The option does not exist anymore. I have done this successfully in the past but recently am having this issue.
What happens when the bug occurs? See above-- The sim writes a song for guitar or violin, names the song, and then options for licensing don't exist anywhere.
What do you expect to see? I expect to see licensing options on the mailbox or to find the completed sheet music in my inventory to license from there. Neither is happening.
