Bugs in a terrain with error message

Question

I am a PC player with few mods, rotating with 3 households and I have some recurring bugs Please excuse me if these are duplicates.

I have a university lot which is inaccessible directly, I have an error message and then it has an orange logo with an exclamation point.

Please guide me if I am wrong
