build mode - live mode glitch

my games gone really weird in the sense that i can open it and play it - fine. you know, play live mode etc - fine. if i go into build mode - fine. but if i then try to leave build mode to go back into live mode, i can only see like the top right bar of options and then can't like play the sims. if that makes sense?

i've tried uninstalling it and repairing it, but nothing's worked. i've even tried seeing if it was just my cc and mods that caused this, but even without them installed, it still happened. trust me, i've tried everything. if anyone could help, that would be amazing. thank you!
