Sims stuck standing around and not doing anything community or vacation lots

So recently, I've been having an issue with my game where if I travel to a community or vacation lot, any sims who are on that lot, including the one I'm playing as, will not move or anything, they'll just stand around and if I try get my sims to do any interations, they'll just stand there. I have tried everything that's been suggested, repairing the game, deleting local thumb cache, deleting broken and out of date mods, using the save as method to save gameplay in a seperated save file, exiting in and out of build mode etc, but nothing seems to be working and i'm at a loss at what to do, because I can't figure out what exactly is causing this issue.
