Build Mode Camera Controls Without a Mouse

I finally decided to upgrade from Sims 2. Yeah, I know, took me long enough. Anyway, I'm trying to figure out the camera controls in build mode. I have most of it but I cannot figure out how to swing the camera around. I want to be able to look at my lot straight on from the street, but the only instructions I have found either require a game controller or a mouse. I'm using a Dell PC laptop and don't have either a mouse or a number pad.

Am I just out of luck or what?
