I have a similar problem. Sometimes when I exit and reload the game it works for a little bit, but eventually it stops again. I can click the eyedropper and back to the mouse to place objects, but I have to do this EVERY time I place something, and it makes the game unplayable. They need to patch this ASAP. Not sure what happened. I am going to try to uninstall T.O.O.L.
I have this exact issue, it's a brand new install of the game and I can add or move or delete one item and then I have to click the eye dropper and back to the mouse to add a second item
