Businesses and hobbies - unable to set some unit outlines?

Basically I built a lot and can only set outlines in some rooms? The sims come to my lot, but they are unable to enter the business and idk how to fix it

I could set the kitchen for employees only, and thats it, the unit outlines dont appear anywhere else basically.
