Bust the Dust kit not working

I have dust enabled in game but there is never any dust in my sim's house. When i click on the vacuum cleaner no menu pops up and it won't allow me to store in my sims inventory. The only thing I am able to do with it is move it around but that's it. Same with the floors, when I click them, it doesn't show any option to see the dust level or option to clean. I do you use cc and mods so not sure if that may have anything to do with it. I downloaded Lot51's dust buster mod thinking that would help but it didn't. After going to their discord page they suggested downloading fermglade's dust service mod to test if their dust mod worked and it says the lot type I have doesn't allow dust even though it is a residential lot (this may be an issue I need to bring up with them). But how do I get the kit to work, please help.
