I just thought of a possible coding fix to this and several other issues...
If the game would make the active sim's actions supersede any other sim that would clear up all issues. Here's my example based on a real experience I had in my current game:
Camron was hosting a birthday party for his toddler Raylan. Kenzie who was also a toddler needed help with the potty training and both twin infants, Brandon and Braden, needed their pampers changed. They had a house full of guests, Kenzie was angry and the the toddlers were screaming. I tried to have Knox and Camron both change the twins' diapers but neither of them were able to because there was a guest at each crib trying to shoosh the babies.
But if the active sim's actions supersede other sims, I could have told Camron (for instance) to change Brandon which would have been the real life equivalent of having him say to the obstructive sim "it's okay, I've got the baby. You just go enjoy the party." In other words, by him being told by me to do a task, any sim obstructing that objective would have their actions immediately cancelled.
Sorry, I probably way over-explained that. lol That's one of my traits. :D
