Yeah if it's always worked like this then I agree, it's by design. If you suspect this changed at some point with a patch then we can investigate further, thanks 🙂

  I seem to recall it was always like this, as @Andrea058523 commented, but I definitely remember it being like this as far back as when Get Together was released.

Yeah I call Game design too. Music Licensing in Sims 4 have been short term, since the possibility came out.
