I'm actually hearing this is by design, thanks!
Can't pick likes and dislikes in story mode is an unexpected design choice, it seems like you should be allowed to do so. I think having the ability to choose 'None' would be a good feature, for those not wanting to have like and dislikes set.
This is from Crinrict's post above, I've just pulled it out so it stands out better.
"This issue is easy to work around. You can just take them back to CAS after placing them in the game and then you'll be able to pick likes/dislikes and they can also stilll be gained through gameplay but it would still be better if they could be picked from start."
