Camera Controls and Gallery

I've had this issue both with and without mods. My camera controls aren't showing up at all. There's no UI for them. The sim just goes into a pose and I have to use escape to get out of it.

The gallery isn't opening at all for me. Not just not loading, but I click the button and nothing happens at all.
