Can expansions bought in Steam be used in Origin?

My daughter is playing Sims 4 on Origin and that's where she has her other expansions, but on steam there is an expansion she wants (cats and dogs) that is 60 percent off.

If I buy that on steam can she play that expansion through origin?

I looked online and some sites said it does work and some sites say they are separate islands and expansions purchased on steam won't work on Origin and vice versa.

I do have my EA account linked to my Steam account.
