@isaroscla I'm reasonably sure the new week's rewards won't load unless you connect to the internet after they go live. But you can test this on Tuesday when week 3 begins: sign into the EA App, put it in offline mode, then disconnect from the internet before launching Sims 4.
The window to claim the rewards may shut when the event is over, although I'm not sure EA has made that explicitly clear. You certainly can't claim them without an internet connection, but you can login later and claim rewards with points you earned while offline.
