On that one lot or everywhere ?
Does the same happen if you start a new game for testing purposes ?

I can build decks on lots that already have decks, such as the built in houses in sims 4, but not on empty lots. I tried uninstalling the game then reinstalling and the problem wasn't solved. Thanks for your help. 😕mileymad:

Was this the case from the beginning ?
Did you get rid of your saves when reinstalling and starting over ?

At the beginning I was able to build decks on empty lots. Then I bulldozed the Oatenstead Lot and was not able to rebuild the decks there or on any other empty lots.
I don't know how to get rid of my saves, so can you tell me how?
Also, if I get rid of my saves, will it remove all my uploads in the library?
Many thanks

Try this: http://sims4.crinrict.com/en/2014/09/resetting-the-game-to-factory-settings-without-reinstalling/
Your uploads in the gallery are in the gallery. The stuff you have in your library is in Tray

Kinda out of idea.
Maybe someone that builds more than me can help you further.
EDIT: idea from renssies on twitter: I only have the idea to maybe fiddle with the foundation height and wall height. (like make them higher than lower them again)

Thank you for your help very much!

Thus statement is ambiguous. Are you using the slider that adjusts the height of foundations and its not working? and using the empty room tool to add a deck? There is no separate foundation tool like TS3.

IDk if u found the solution already but there is a foundation slider once you placed the deck at the left side
