My sim is level 8 in comedy, and a comedian. She cannot compose any comedy routines or refine her existing ones, and she currently only has two complete short routines (no partial ones). I have mc command center installed, though I cannot find anyone else who has this problem due to it. She is gaining skill normally when preforming her routines and practicing jokes. The only pack I have is cats and dogs.
Mine is level six, and I’m having the same exact problem. It’s so annoying because my sim has been constantly stressed over promotion anxiety and of course the one task that he is able to complete to get a promotion is writing and composing routines.

I'm not sure what @LeahcarY has going on if you only have two routines done. But you might benefit from the suggestion I have for @lzs3bqbx1kq6. Worth a try to see if gets you the ability to compose new routines back anyway.
@lzs3bqbx1kq6 you didn't say how many your sim has already composed. There is a limit to the number of routines a sim can compose and have in inventory (comedy routines are part of a sim's hidden inventory). I forget what the exact number is though. So, for a sim to compose more routines, you have got to get rid of some of them so the option to write new ones is restored.
To get rid of routines, you can gift them to another sim one at the time. Or believe it or not, you can recycle them using the Eco Lifestyle recycling machine if you have that pack. Once you clear a few out of your sim's inventory, you can compose more. They'll be the same ones you did the first time around.
