Cannot load lots from the gallery

Long story but I want to "show my work." Last month (July) I got a new gaming laptop and loaded the TS4 on to the new laptop. I transferred over all of my mods, custom content and saves via my cloud...

  1. when you try to place lots with a sim living on the lot?
  2. when you try to place lots on an uninhabited lot?
  3. when you try to place lots with a build already on the lot?
  4. when you try to place lots on an empty lot
  5. when trying to place lots from the map screen?
