Cannot place lot in an empty lot with the same dimensions.

Hello, I started having a lot of weird bugs and glitches in my game which I realised probably had something to do that I've been working from one save file I made when the game first came out. Anyway I decided to upload as many of my buildings as possible to my gallery so I could place them back in a new save game file.

The issue is that I cannot place my lots in the same lots I built them in. I've attached pictures. 

This is the world from my old save game. I've spent almost 100 hours building the Rippling Flats lot (which is highlighted)

This is the new save, where I am trying to place the Rippling Flats (renamed to watchdog flats) in the same space I built it in only for the game to tell me 'Not available for this lot'.

The lot is still listed as residential, it has the same dimensions (obviously) and I cannot find anything online that suggests why I can't place the lot here. I should also just say that while I do have CC installed in my game this particular lot specifically has no CC at all (it can be listed without the modded checkbox checked in the gallery)

Does anyone know why this is? 

(For reference I'm creating a new save file because I'm having an issue where when I work on other lots from this save file I cannot save my building progress without the game getting stuck in an eternal saving loop i.e. the game says it's saving but it never saves but that's a separate issue)
