Would you be happy to share your save with me so I can test it? I'm not experiencing this at all.
Could you also try a completely new clean game by moving your Sims 4 folder to the desktop so the game creates a new one?

It says i still have CC on the lot i played with but im sure i didnt put any cc on it.
Do you mean the game folder or just the folder with the CC, Saves, tray files etc.?
I also noticed that even if i download a lot with the solar panels on the roof it just deletes them.
After starting a clean game with a new Sims Folder the Bug seems to be fixed, I can place the Solar Panels on the roof.
Great! I could also place panels in your save so it must be something Mod related.
You should be fine with that save but I would move out the Mods folder, trash the localthumbcache.package file and check your Mods are up to date with the creators. Do you have any idea which Mod you think may be causing this? Would be interesting to know. You could try the 50/50 method to narrow it down.
I finally found the mod that atleast for me causes this problem. (I definitely have too much CC)
