Cannot purchase books, cannot cook, cannot upgrade objects

1. No mods, no CC 2. Cannot purchase all skill books from bookshelf or computer. The list is incomplete. 3. Cannot upgrade objects (upgrade parts are in inventory and handiness skill is maxed out) ...

Hi VonMD​ 

  1. Which books are you missing ? Can you post a screenshot ?
  2. What happens ? Are they still greyed out ?
  3. Same question ? Are they greyed out or what happens ?

Does this happen with every Sim and a new save with a new Sim ?
