Cant access vacant rental unit

When I go to the rental unit. It doesn't allow me to move anyone into the vacant unit. It shows that the unit is vacant and it's grayed out, but I can't move the cursor to it to where it's select it for moving the sims in the unit. All the other units worked, But one upstairs and 1 downstairs unit does not. This is for playstation 4.
