Can't age up newborn

I have a newborn that is not eligible to age up, even tho I interacted with the baby (feed, changed diaper etc many times). In the meantime my sims got pregnant again and the baby was eligibile right  after interacting with it. I don"t have auto age on, but is not a problem because in general is not a problems aging up the newborns, but this is the second time it happened.

Is there a cheat to age up newborns??
