cant ask to be romantic partener.

Hi! So I want to get my sims to be together (its been one sim day ofc) BUT when I try she does the wave I cant get there thing. I tried, so move the other sim to my household and do it but she dosent even have the option to do it, I'm not sure whats going on. They've had other conversations so thats not the issue.
