Can't breed my pets?

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? Restaurant, Cats and Dogs
Steps: How can we find the bug ourselves? Try to get a cat or dog pregnant. I am encouraging them to mate with the opposite sex. They do a dance and small hearts appear - and they do not get pregnant. They mate when there are hearts above their heads, so you know they want to mate. Also, If i try to take the dog for a walk, my Sim puts the leash on and just stands there.

What do you expect to see? Pets getting pregnant Sim and Dog going for walk.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
