Could you post a screenshot of where you would like to place the ladder? I've managed to place this without any issues:

For me, this does not work. If I place a ladder in the basement, it only goes up one story.

    Thanks! So I found a couple of issues that I think were causing it not to work:
    
    You cannot place the ladder in the basement next to the wall. By moving it over one square it enabled the placement.
    
    The house is on a foundation which made creating the continuous ladder difficult. By lowering the foundation I could create the long ladder then raise the foundation again and it automatically adjusted.
    
    To create the ladder I placed 3 sides of fence next to the wall to create a single square 'room' then demolished the floor/ceiling to create the opening on all 3 floors for the ladder:

    Just like with the stairs tool, you have to get a bit creative to achieve the look you want 🙂
