Can't build Residential Rentals on empty Tomarang lots

I have not been able to build residential rentals on the three empty Tomarang lots that came with the Sims 4 For Rent. I am playing on a PC. I get an error message when trying to place lots from the gallery. Some of them were made by EA Creator network members on the same lot. It reads "Not Available for this Lot". Thank you in advance for your assistance.

    I had the same issue but I opened one of the empty Tomarang lots and changed it to a Residential rental. Then I loaded back into the world and the tutorial pop up appeared. After that, I was able to place residential rental lots from the gallery.

    I downloaded the sims 4 for rent pack and I cannot place any residential rentals down from the galley; i can plave every other lot type, just not that. 

    Plus, on the residential words screen I have two Tomarang's. One is normal, the other is completely empty. 

    I've tried restarting my laptop and repairing the game and it is still the same.

    To place from the gallery, have you tried changing the lot type to residential rental first and then placing?

    For the extra world- do you have anything in your mods folder? If so try moving the whole folder to desktop.

    HI, 

    I am unable to place any residential rental lots from the gallery in any world.  I don't have any CC in my game, no mods.

    @deannsim1 Seems currently the only ways to change the lot to residential rental first, then place the lot from the gallery.

    Don't know if this is a bug or not.

    it wont let me change any lots to residential rentals?? the option isnt there. im not sure what to do about this
