Can't build Residential Rentals on empty Tomarang lots

I have not been able to build residential rentals on the three empty Tomarang lots that came with the Sims 4 For Rent. I am playing on a PC. I get an error message when trying to place lots from the ...

I had the same issue but I opened one of the empty Tomarang lots and changed it to a Residential rental. Then I loaded back into the world and the tutorial pop up appeared. After that, I was able to place residential rental lots from the gallery.

I downloaded the sims 4 for rent pack and I cannot place any residential rentals down from the galley; i can plave every other lot type, just not that.

Plus, on the residential words screen I have two Tomarang's. One is normal, the other is completely empty.

I've tried restarting my laptop and repairing the game and it is still the same.

To place from the gallery, have you tried changing the lot type to residential rental first and then placing?
For the extra world- do you have anything in your mods folder? If so try moving the whole folder to desktop.

  rental lot is only an option in the new world tho, so idk what to do

    @martembrotmeth @milkulids Are you playing with any mods or CC in your Mods folder? If so, please start at Broken/Updated Mods (pinned in this forum). If you still have issues after removing and replacing mods (don't forget to delete localthumbcache), see what happens after you drag that folder to your desktop and delete localthumbcache. (Don't save, though! Or test in a new game.)

  I tried to add a build to Taka Soi 15. I moved everyone out, bulldozed and it still shows that there is a property there despite the lot being empty. If I click on the lot it won't let me do anything with it.
  I play on Xbox X and S. All packs and expansions.
