I’m having the same issue. Since the third update after 12/8. Any lots that were residential rentals will not change to any other lot. I noticed this problem occur when the patch update occurred. One house kept changing to museums when they were residentals. However with it keep saying rental, you can’t place down anything that isn’t a residential rental.
