can't create the tarot deck even though I collected 26 cards

As in the subjet, I collected all of the tarot cards (no cheats, no mods), my sim has them all in the inventory, and when I want to make a deck out of it the option is disabled and the popover says I need to find all 26 cards 😬 Anyone had the same problem?
