Is it possible to turn off updates permanently?

My game has gotten big enough that I'm not interested in more packs, and I'm tired of regular patches constantly breaking my mods and my gameplay. I've turned off the auto-update option in the EA launcher, but recently the launcher has started to try to update TS4 every time I open it (the launcher), even though the option is still turned off. I always have to hurry to cancel the update and then put the launcher in offline mode so I can play.

Is it at all possible to permanently "freeze" updates on the game so I don't have to do this every time I open the launcher?
