cant find "purchase small business" in phone or compiter

I went to purchase a small business lot in the sims 4 however there was only the option to use my home lot. This is not the issue, the issue is that I cannot purchase a different lot for the small business, it doesn't even show up in the phone and to even buy a business I have to use the purchase button the bottom right side but it only allows me to apply it to my home lot and not the business lot... please say theres a fix!
